  1. I really enjoyed this discussion. I never used the AP system myself when running this.

  2. One possibility to help explain a shoehorned character history can be found in the Voyager 6th season episode “The Good Shepard.” It’s the episode where Janeway tries to bolster those under performing crew from the lower decks on that survey mission.

    One of the science team, Mortimer Harren, had multiple advanced degrees. He had signed onto Voyager for the year of practical experience he needed to get into a research institute. Of course his plans were ruined by Voyager’s loss in the Delta Quadrant.

    Like Harren, maybe the characters took less challenging roles in other departments to allow them to focus on their interests. Similarly, it could be the plum postings on ships could be very competitive, and unless you are in the top 10% at the Academy you need some real ship duty under your belt before you get what you really want.
